If you use Oracle SE One edition in Amazon RDS, you don't get to use Advanced Workload Repository (AWR). That's for the Enterprise license only. But the old familiar legacy Statspack which has been around since Oracle 8i IS available, and is very easy to set up in RDS thanks to Amazon.
To get Statspack installed for an instance you first need to add statspack option to a new or existing option group.
To create a new option group :-
To alter an existing option group:-
You add statspack to the target option group by clicking on the box to the left of the list of option groups. You then click on ADD OPTION and select "Statspack". This will add statspack to the option group. The above link to "Create a new option group" shows the process graphically. You should apply the change immediately or it will not take effect until the instance is rebooted.
Once up and running log in as the owning user and execute the following sql to change the password and unlock the account
ALTER USER perfstat IDENTIFIED BY ACCOUNT UNLOCK;
You can then issue the usual statspack commands
select snap_id, snap_time from stats$snapshot order by 1;
exec RDSADMIN.RDS_RUN_SPREPORT(1,11) ;
Then download the report or look at it with the RDS Console
